Denison Receives Final Regulatory Approval to Construct the Phoenix ISR Uranium Mine
Denison clears final federal hurdle for Phoenix mine, but a $600M price tag and legal challenges loom.

The most recent news release (February 19, 2026) announces that Denison Mines has received final regulatory approval from the Canadian Nuclear Safety Commission (CNSC) for the Environmental Assessment and the Licence to Prepare Site & Construct for the Phoenix In-Situ Recovery (ISR) uranium mine at the Wheeler River Project. This follows previous provincial approvals and marks the first time a uranium mine in Canada has been approved for ISR mining, as well as the first large-scale uranium mine construction approval in over 20 years.
Simultaneously, the company announced on February 17, 2026, the award of a construction management contract to Wood Canada Ltd. for a 24-month construction period. Management indicates the project remains on track for first production by mid-2028, pending a Final Investment Decision (FID).
The receipt of the CNSC construction license is a massive de-risking milestone. For an exploration and development company, the transition from permitting to construction is the most significant value-inflection point.
