enCore Energy Reaches Final Stage of Permitting at Upper Spring Creek; Alta Mesa PAA-8 and PAA-3 Extension Remain on Schedule
enCore nears Texas permits for its ISR uranium operations as cost inflation and dilution pressures impact project margins.

enCore Energy Corp. (EU) announced that the Production Area Authorization (PAA-1) for its Upper Spring Creek (USC) ISR Uranium Project has completed the Texas Commission on Environmental Quality's (TCEQ) technical review and public notice process. The final TCEQ authorization signature is expected between October 29 and November 13, 2026, a timeline that is accelerated compared to prior Q2-2026 guidance.
Infrastructure at USC, including the Satellite Ion Exchange (IX) Plant and first production wellfield, is fully constructed and ready for operations. CEO Richard Little stated that the company is prepared to initiate injection and recovery operations immediately upon permit receipt.
Permitting for the Alta Mesa Project's PAA-8 and PAA-3 Extension remains on schedule, with final approvals expected by the end of 2026 and early 2027. Additionally, the Waste Disposal Well (WDW) is in final testing and TCEQ review, a prerequisite for optimal production.
enCore Energy Corp. (EU) released an operational and permitting update on October 27, confirming milestones that had been previously telegraphed. The release did not introduce new financial guidance, production volumes, or cost metrics.
The market has already priced in permitting delays, cost inflation, and dilution risk over the past 12 months. This update validates the operational pipeline but does not alter the near-term cash burn profile or capital raising needs.
enCore Energy Corp. (EU) is a U.S.-focused uranium producer that utilizes In-Situ Recovery (ISR) technology. The company operates the Alta Mesa ISR Central Processing Plant (CPP) and wellfields in South Texas, as well as the fully licensed and operational Rosita ISR CPP in the same region.
Its advanced pipeline projects include Upper Spring Creek in South Texas, Dewey Burdock in South Dakota, and Gas Hills in Wyoming. enCore Energy operates under a 70/30 joint venture with Boss Energy Limited. The company’s strategy centers on providing clean, reliable domestic nuclear fuel with minimal surface disturbance.
