Why a 1950 Defense Law Matters Again for Tungsten, Antimony and Titanium
Electra Battery Materials advances construction on budget and doubles its workforce while facing a persistent Nasdaq delisting threat.

Electra Battery Materials Corporation (ELBM) released a construction and operational update on October 26, 2026, regarding its Ontario cobalt sulfate refinery. The project remains within the approved US$73 million construction budget. Site workforce numbers have more than doubled from approximately 60 to 130 personnel, signaling active construction progression.
Construction activities have advanced from foundations and steel erection to equipment installation, building enclosure, and electrical and instrumentation phases across all process areas. However, a schedule pressure point has been identified regarding fiberglass reinforced plastic (FRP) process piping fabrication and installation in the solvent extraction area, with management currently evaluating acceleration measures.
Commercial milestones remain in place, including 100% feedstock secured through 2031 via Glencore AG and approximately 60% offtake committed through 2029 with LG Energy Solution. Additionally, the company has secured a new non-binding term sheet with WMC Group AG for working capital and a commercial partnership. This release follows a long sequence of construction contract awards, government funding announcements, and engineering updates dating back to late 2025.
Electra Battery Materials Corporation (ELBM) confirmed that construction execution is tracking within budget and schedule, a development consistent with prior management guidance and the February 2026 budget approval. The company reported doubling its workforce and moving into equipment installation, representing expected incremental progress. However, the release noted schedule pressure on FRP piping and the need for acceleration measures, introducing minor execution risk. While management maintains the Q2 2027 mechanical completion target, such measures could lead to minor cost overruns or schedule slippage.
Commercial agreements with Glencore, LGES, and WMC were described as term sheets or existing arrangements that de-risk the revenue and feedstock sides but do not represent new, unexpected financial commitments. The update did not address the Nasdaq minimum bid price deficiency notice received in March 2026, which carried a cure deadline of September 14, 2026. The stock has traded between $0.50 and $0.80 since that notice, implying the deficiency remains uncured.
Electra Battery Materials Corporation is developing North America's first commercial battery-grade cobalt sulfate refinery at a brownfield site in Temiskaming Shores, Ontario. The company's flagship project features an initial nameplate capacity of 5,120 tonnes per annum (tpa) of contained cobalt, which is expandable to 6,500 tpa through crystallizer debottlenecking. Targeted commercial production for the facility is set for the fourth quarter of 2027.
In addition to its primary operations, Electra Battery has completed preliminary engineering (FEL-1) for a proposed approximately 20,000 tpa nickel sulfate refinery located in the southeastern United States. The company is also conducting a feasibility study for a modular battery recycling facility designed to process black mass.
To support its refining operations, Electra Battery is evaluating the Iron Creek cobalt-copper project in Idaho, USA, as a potential domestic feedstock source for the Ontario refinery. The Idaho asset currently holds permitted drill pads.
