First Quantum Provides Update on Cobre Panama
First Quantum’s Panama audit clears the path for negotiations, though the stock sold off due to the lack of an immediate mine restart.

The Panamanian Ministerial Commission has submitted a comprehensive audit report and seventeen recommendations to the President of Panama regarding Cobre Panamá. The primary recommendation authorizes formal negotiations with First Quantum Minerals Ltd. to establish a new agreement that would end pending international arbitrations, allow for project operation, and ensure an orderly closure at no cost to the nation.
The report outlines strict conditions for any future framework, including transparent resource administration, automatic funding for environmental plans, institutional autonomy, and mandatory termination of international arbitrations. First Quantum Minerals Ltd. acknowledges Panama’s sovereignty and commits to engaging constructively to establish a legal framework that is fair, transparent, and durable.
Cobre Panamá remains in a Preservation and Safe Management (P&SM) phase since November 2023, with stockpile processing currently underway. The company awaits further government guidance on next steps for engagement.
First Quantum Minerals Ltd. (FM) received authorization to negotiate, a procedural step toward resolving the Cobre Panamá dispute. While the move is positive, it does not guarantee a mine restart or favorable terms.
The market reacted negatively to the news, viewing the conditional, negotiation-heavy nature of the recommendation as a delay. Shares fell approximately 31%, dropping from a September 25 high of $45.54 to $31.10 on September 30, indicating investors had priced in a faster resolution or full operational restart.
It serves as a routine regulatory milestone that resets expectations for the timeline of a potential restart.
First Quantum Minerals Ltd. (FM) operates a diversified portfolio of copper, gold, and nickel assets across Zambia, Panama, Mauritania, Argentina, and Peru. Its operating assets include the Kansanshi and Sentinel copper mines in Zambia, the Enterprise nickel mine in Zambia, the Guelb Moghrein copper-gold project in Mauritania, and Cobre Panamá in Panama, which is currently in pre-start-up mining. The company also holds development and exploration projects at Taca Taca in Argentina, and La Granja and Haquira in Peru.
In the second quarter of 2026, First Quantum divested its Çayeli mine in Türkiye and Cobre Las Cruces in Spain for $340 million and up to $190 million, respectively, providing significant liquidity. The company’s Ravensthorpe nickel operation in Australia remains in care-and-maintenance.
